Customer installation costs (FRF 650-700 per line) are only partially recovered from the customer. Therefore, customer installation constitutes a net cost-centre for the company. Il prend en compte le taux de churn à travers le coût d'installation des clients renouvelés du fait des résiliations.

The "il" here refers to customer installation costs. Does "a travers le..." here mean "arising from"? ie. Could the last sentence be amalgamated with the previous to give the following?

"Therefore, customer installation constitutes a net cost-centre for the company that takes into account the churn arising fromf the cost of restoring services to disconnected subscribers".

I assume that the "resiliations" are the result of non-payment of bills.
