English translation:business and technology development centers
Explanation:
"It has two business and technology development centers, of which the Maison du Parc...."

Such areas often spring up around one or two major companies (the way the U.S. electronics industry did in the 1970s around Hewlett-Packard and Varian on the San Francisco Peninsula), or around educational institutions with a heavy technology/research orientation (as was the case with Stanford, in Palo Alto, and the University of North Carolina, which is the grain of sand at the core of the Research Triangle techno-industrial area in that state -- to name just two).

(FWIW, I once consulted to a company in Sunnyvale called Technology Development Corporation...)

"enterprise incubator", nursery for enterprises

Explanation:
An entreprise incubator is a facility that accommodates several small enterprises that have been just set up in order to help them to offset starting costs like telephone, staff expenses, running costs, etc. There might be twenty companies being under the same coumpound (the incubator) sharing costs like those of a secretary's services, one fax machine, etc. As a result, running costs are reduced (lower cost of rent, contribution to a secretary's salary, and so on).

Encountered this word myself in a document some two years ago.
