"Mise en place d'un referentiel de formation (name of company) sur le metier de la vente aux entreprises a destination du reseau et des forces de ventes (name of division)."

I know "referentiel" can refer to a repository, list of references or information database, but here it sounds more like a training program since later on it says: "Methode pedagogique: alternance theorie/pratique." Why the use of the word "referentiel"?
