I disagree with my colleague. It is not that obvious. And I don't think it talks about the linearity of improving things at all, but rather about improving the linearity of things. The result of improved linearity is that you always know what to expect, because it is easy to extrapolate from previous experiences.

I think that the expression was borrowed from electronic language. For instance, when you talk about transistors, you want the signal to be "linear". In other words, you want the always have an output signal that is proportional to the input signal, no matter how high or how low. You want the response to be linear on a graph of input vs. output. Directly proportional.

I think that they mean that the company intends to develop along a certain line and keep on this line, deviating from it as little as possible. Keep on target, in other words. Match the results with the expectations. You have a few suggested translation above.
