board of directors' mtg. re: annual report. would like to know if this is always 'redundancy plan' (brrrrr) or can it be something less ominous?

staffing plan
Explanation:
I think "redundancy plan" may very well be one way this is played out, but not what it actually is. Rather, it is a "staffing plan".

Here is an explanation (probably more than your heart could ever have desired, but that's the size it comes in) of "project social", from LGDT:

économie politique et sociale
entreprise
mouvement du personnel
plan social n m (a)

company severance plan

Explanation:
The translator may wish to use "severance package," instead of "severance plan." Be aware that the legal context of such usages is not the same in France as in the US.

9 hrs peer agreement (net): +1
layoff plan (US)

Explanation:
I just want to add that we don't use the term "redundancy plan" in the US. (Actually, the British usually say "redunancy scheme.") So if the text is talking about layoffs in the US, one way to say it is "layoff plan." I'm sure there are other ways of saying it as well since there are so many euphemisms for firing people (like downsizing and rightsizing).
