Is this simply a delivery request?

English translation:call-off (order)
Explanation:
This may well be what is known as a call-off or call-off order. A customer places a general order for a large amount of goods to be supplied in stages over a period. Each time the customer requires a batch of goods, it places a call-off for that amount, which is supplied and the amount deducted from the total order quantity.

delivery request, call to be delivered, order

Explanation:
I agree with you. In so far as a request to be delivered can be said to be an order, you might be able to go as far as referrign to it as an order. I wonder indeed why "commande" has not been used? Perhaps you should just stick to 'delivery request' or 'request for delivery'. IS there a possibility that the word 'appel' infact refers to a telephone order???

open to receive / call order delivery

Explanation:
www.granddictionnaire.com gives: 'open to receive'
Definition: autorisation de livrer une certaine quantité de matières, de produits déjà commandés lors de la passation d'un marché de fournitures

I'd use 'call order delivery' in your context or, indeed, 'delivery request' as you suggested
For an example, go to:
www.webvisn.com/exeter/c002.cod.html

4 hrs
delivery request or order

Explanation:
"As soon as a delivery request is issued, the system will file the order"

but I think that the sentence could also be interpreted as

"As soon as an order is placed, the system will lodge it for carrying out"
