Explanation:
If the doing away with the "délais de paiement" give rise to problems for the car dealer, the it is liekely that it means that people/companies to whom he owes money are no longer allowing him to settle outstanding liabilities in a certain number of repayments over a period of time. He has to pay on delivery. This no doubt changes a number of things from a cashflow point of view for his business.

Explanation:
Yes, Parrot is right. It is no doubt wiser to ask for clarification, to establish who owes what to whom. Stricto senso, probably doesn't change the translation of your term though !
