This comes from a list of payment options for clients. Not too sure about the second half of the sentence.

This would make sense to me for instance if, for a business account at a bank, payment by cheque incurs additional charges for the account holder. Payment by cheque (for the account holder's clients) is still offered by default, but the account holder can decide not to accept that payment option if s/he considers that option too expensive.
