French term or phrase: surenchirer
"Ceci est donc une estimation en l’occurrence du prix que l’on peut espérer obtenir dans le cas d’une vente sans condition et réglée comptant à la date de l’expertise, en admettant:
- que l’on exclut le cas d’un acheteur surenchérissant pour une raison et un intérêt particulier" ...

I know "surencherir" can mean "outbid, overbid, bid higher," but in this case does it mean to pay a price that's over market value?

yes, surenchérir = outbid, overbid, bid higher.
But it's not what you ask !
The first paragraph implies that "surenchérissant" = "paying a price that's over market value" as you suggest.
see words and phrases used :
1) estimation = estimate (an estimate is usually made based on market value) ;
2) du prix que l'on peut espérer obtenir = such expectation is based too on market value (= market value is a good criterion for estimating closing price) 3) en admettant que l'on exclue (subjonctif) ... = here is the one possibility that comes in contradiction with the paragraph above => one can expect to
get the said price under normal circumstances, unless a buyer suddenly shows up and makes a higher bid .... then ... (not said, but just implied), the closing price will probably exceed market value.
Sorry for all the circumlocutions : to try and be clearer = yes, the whole context implies just that, but it doesn't state it categorically.

Explanation:
Surenchérir means what you have writen but also in this case that for personal reasons, a potential buyer may be willing to propose out straight an above market price (if you are still looking for UK English on this one).

Usually in order to secure the house/property, or to secure it faster, or for tax purposes too.
