local loop unbundling Explanation: In this telecommunications context, 'unbundling' is the dedicated term, I think you'll find — all the rage at the moment, of course! Strictly speaking, the term is so specific that in this context, there's really no need to add the bit about the copper line; however, in other, less clear-cut contexts, it might be needed.
