Under the heading "Les objectifs de l'organisation":
1) Renforcer la coordination des operateurs d'un meme pays et faciliter les synergies et l'integration de fonctions: logique de resultats
2) Porter le cahier des charges du metier de l'express et l'inscrire dans une logique de 'franchise': logique de developpement"
This is a package delivery company so "express" refers to its express delivery service. I think it's saying that the express delivery department should operate more like a franchise operation, but am not sure that's correct or how to word it. Thanks, Karen

Apparently this term is used regularly in the US also. I offer a link to a French website and a US website using the terms (each in the first or second paragraph) in the way you surmised. I searched on Google for "franchise approach" and "logique de franchise" to find these.

but second logic may be used as Develepment objective .. although the have logic of something in the context it is objective of the company.so perhaps two logic is not equal, and confusing. Development objective will be realized on the basis of franchising.
