English translation:claused bill of lading, qualifying statement of receipt
Explanation:

Report, statement of differences, of anomalies, upon receipt of goods. The party receiving the goods has qualified the receipt to express his doubts. Receipt is confirmed but this is subject to (a bit like the expression “ sous reserve de…”) suspected anomalies with regard to the goods specified.

If you are still on the P and I claim, then the Bill of Lading (“connaissement), which is a three-in-one document accompanying the goods during the transport, is evidence of title, a document of carriage and a receipt. It all depends on whose hand it is in and at what stage of transport is being referred to. Where there are no anomalies, the B/L is referred to as a “clean” B/L. Il s’agit d’opérations essentiellement juridiques accomplies par le manutentionnaire-terre.
· A l’exportation :
- il prend en charge les marchandises avant l’embarquement et devra s’assurer de leur conformité avec le bon d’embarquement délivré par le transitaire ;
- il assure la bonne conservation des marchandises.
· A l’importation
- Au débarquement, il assure la bonne conservation des marchandises avant leur remise au destinataire sur
présentation des bons de livraison de la compagnie de navigation et de la douane.
- Chaque fois qu’il prend en charge les marchandises, il prend les réserves nécessaires pour le compte de qui
de droit.
C’est pourquoi il procède à un pointage systématique et contradictoire des marchandises avec le bord aussi bien au moment de la mise à bord des marchandises, qu’à leur arrivée à destination. C’est ainsi que l’état différentiel est établi s’il y a éventuellement des manquants.

Reserves on the differential states?


Explanation:
The idea makes sense to me, but I don't know if that's an accurate translation. Think of several ships assigned to drop off merchandise in different provences, towns, or states. There is a word for it in English, but I'm not sure what it is. See if you can find either a Navy Silor, or a Coast Guard, or a fischer man who speaks English over the internet. Someone who goes out to sea for a living may know the technical term for this. Hope this helps. Good luck!

Explanation:
I can't help reading "état" here as a kind of statement or balance (the use of the word in accounting) in which "réserves" would refer to funds. However, I am unable to find a "differential statement" which is independent of the phrase "income differential statement", which in turn is a term used in connection with employees' income. Would it be possible that the pilferage is being charged to the reserves of income differential?
