- I need a translation of all of it as I don't understand the other terms either. Thanks.

The "base" has to be considered in conjunction with what follows.

For instance, "Analyze discrepancies on the basis of [or "in terms of"] a participatory budget and a standard accounting production cost."

It's a typical piece of business/financial jargon. My sympathies!
