I know the usual definition of "prise de contrôle" is "takeover". In this case, however, we are talking about the control temporarily taken over a credit-union type institution for the purpose of conducting an inspection, not a permanent "takeover" of one company by another.

It could be simply an internal/external audit

That may not exactly meet but : When such a situation occur that is not a normal audit in fact there must be a serious problem to takeover the bank to audit ( if that is usual prosedure of auditing certainly out of context) When they find a serious thing that may even not delivered back to old administration
(especially to protect clients of bank )so curator or a custody ad hoc or an equivalant of this may meet this.
