I assume it has to do with all the departments working together to stay on the same page but I'm not sure how to translate it. I found "guidelines" in the dictionary. Any suggestions? Karen

Coordination, synchronization?

Explanation:
These are two ideas I and another translator came up with. What do you think? The text is talking about different departments working together on a project and trying to stay on the same page. Karen

framework

Explanation:
I still think framework is best. Le cadrage is an entity the departments are being urged to adhere to. It is not an ongoing process which is what synchronization and coordination imply.
