This is in a text on Insurance/risk control. I'm a bit confused by the term provisionnement, I assume it refers to reserves, but would appreciate any other ideas from the better informed.

Explanation:
It sounds wrong to me to use the indefinite article "a lax supervision". The word "supervision" is to the best of my knowledge never used this way.
