Revisiting the question during a related job, I find the client has coined their own EN term, making it clear that the important element for them is the phonic play on the borrowed term SME ('esse-emme-euh') = PME; so in the end I think the term will be left untranslated, though explained as "SME development area".

incubator- pour les nouveaux-nes, avec surveillance continue; cluster- pour des entreprises deja actives, comme a l'ecole ou college; avec aide d'un menteur; et finalement, a chacun sa chance sur le marche. Mais pas vraiment de quoi rompre des lances :))

Zofia, this will be a little difficult! we have 60,000 bees, we didn't incubate them, they may well swarm. After incubation its the horrible surprise of the big wide world. We've all gone through an incubation stage, helped by others, now we're on our own

I get the point about the stage following, but what this stage actually is depends totally on the business. Could be introductions to contacts, adding capital, finding premises... Has the term been used in FR just to avoid repeating "incubateur" perhaps?

To Charles: I have understood that the word incubateur had been already used earlier in the source text, therefore, as I see it, what we need to find here is an equivalent of the stage _following_ the incubator phase ...

Martin, what comes after this? Either the process is complete and he's on his own, or there's more from the" incubator"...whereas it might be "development""expansion", in fact it looks as if he's on his own "essaimer" (se séparer), to "hive off"(vb)
