I have included below the said 'pre-conditions', as there are loads of them and they do not really form part of the main question, which is as much a concept check as anything. Does it perhaps mean something like: fulfilment of these pre-conditions is not necessary in certain types of contract... like if the Client has opted for a higher level of service (presumably more expensive) in which the Service Provider will take care of all the stuff the Client would be responsible for if they had opted for the lower level of service? This is all I can think it means at the moment... unless I am missing something here. Have been up most of the night, so hardly surprising if I am!
