It's one of those hard to translate posts as most of these civil service type jobs are - but it is definitely for local (or regional government). In this case she is in charge of registration of births, deaths and marriages

agree  katsy: think this is more elegantly put, but, to take account of AllegroTrans' suggestion, one could put, Mrs/Mme Mireille XXX, née XXX (re-placing of course the surnames as appropriate)

Alain's suggestion is fine but it really depends on whether you want to translate every word !!!

Is this by any chance from Switzerland, where it seems that if a married woman is cited in any legal document or certificate, her husband has to be mentioned as well??
