I am not sure what AB means in this context at the end of a birth certificate (full copy):
... qui lecture faite et invite' a' lire l'acte a signe' avec Nous (name) Officier de l'Etar Civil par delegation AB
I have not found anything in Google and can only think that it is the initials of someone, though this is doubtful.
You might actually be on the right track. I've not seen this in a certificate before but I have seen initials used at the end of a document just before a signature in medical documents where they are the initials of the person who drafted the document (as opposed to the person who is actually signing it).
