'Receipts' would fit for 'recettes', since the text mentions the responsibility of the supplier.
'Synoptiques' are 'Flow charts'. My glossary also has 'block diagrams' or 'summary diagrams' as possible translations, which might be American equivalents, I don't know, but 'flow charts' is the most common option in English English, as far as I know.

Explanation:
It is difficult to be sure from the context, but it looks as though the supplier is going to be responsible for modifying the initial software configuration, and for documenting (or may be writing some screens to display)what the configuration, is and any changes to it that are made.
