Explanation:
I just came across this expression in a French translation I'm doing now, and that's what I've come up with (they set the insulation panels in staggered fashion, like brickwork). I know the answer comes almost 2 years late, but hey - I never came across the expression before and therefore never had a reason to search for it on ProZ!
