Explanation:
HOWEVER, normally that would be appui fixe, and further assuming that by appui they mean appareil d'appui, which is often how it is used, it being understood from context that it is not appui meaning support, pier, abutment, or the generic "substructure unit".

If by appui they DO mean "substructure unit", then the more usual term would be appui à encastrement, no movement - translation, rotation - between the substructure unit and its foundation. "Fixed substructure unit" (or pier, if that's what it is) comes to mind, but I'd have to check.

And further assuming this is not referring to a mobile bearing (sliding, rotating, elastomeric) that through accidental damage or normal wear and tear and lack of timely replacement has become jammed.
