utilities beneath walkway/pedestrian path

That's just a starter. More context could help hone the answer.
An allée can be many things, all basically the same, however, i.e. a pedestrian or cycle path, as distinct from a roadway (with the exception of a contre-allée which is a section of roadway parallel to the main roadway, from which it is separated by a footpath and/or trees, which serves as a parking area and for access to buildings on the stree, without hindering traffic on the main part of the thoroughfare. You get them on Paris' larger avenues and boulevards.
