"Si les parties bien loties ont plus d’argent qu’il ne leur faut, et que les moins bien loties ne peuvent pas s’en procurer, il n’est pas étonnant que les liquidités finissent par réapparaître ailleurs dans le monde."

My translation:

Considering that the "well allotted" have more money than they need and that the "less well allotted" cannot get any, it is not surprising that the liquidities end up by reappearing elsewhere in the world.
