Does "crédit" here mean "loans"?

"Par contre, sa stratégie de stimuler la croissance par le crédit met la Réserve Fédérale à rude épreuve. "

n the other hand, its strategy to stimulate growth by loans is putting the Federal Reserve System to a severe test.
