this is a more or less educated guess. I understand this to be like an'ultimatum' by that date or time thestudent has to show proof that he has reached the "niveau III"
I am quite willing to be corrected, but this came to my mind at first sight

agree  Sheila Wilson: Inspired! I can't say it's right, but it would make sense, with all the 'rattrapages' (ie last chance oral exams) held in June
