It's the opposite of a splitter; it is a case with several inputs and just one output to the TV, and you have a switch to decide which one you want to use. Only included as a brief explanation on a sales leaflet:

Doubleur X: Pour relier 3 appareils à la prise péritel
d’un téléviseur (21 broches câblées).
Doubleur Y: Pour relier 4 appareils à la prise péritel
d’un téléviseur (21 broches câblées).

This is the Maplin term, anyway. Since the EN is so generic there are other terms in common use, e.g. Scart Switch Box.
Note that, in UK EN, SCART is used rather than Peritel for the connector and associated cabling, etc.

agree  Tony M: Yes, I'd just say 'SCART switcher' or even 'switch', since I presume this is a purely passive device; use 'unit' if it is active, certainly; 'selector' is also used a lot
