French term or phrase: rebouclage de communs
This is taken from the same specification referred to in http://www.proz.com/kudoz/2244703.

This sub-section refers to the wiring.
"Les multiconducteurs seront étalés sur bornes (même les fils non utilisés).
Le rebouclage de communs est interdit ; chaque commun est raccordé sur bornier où il est relié par des barrettes de communs".

Googling "looping * common" and "loopback * common" is not getting me anywhere, I'm afraid.

English translation:commons shall not be looped-through
Explanation:
rebouclage --> 'loop-through', meaning that they must be interconnected via the corresponding terminals and links in each box and not simply fed on from one junction box to the next, looping (jumping) across said terminals and links.
