I'm afraid I have very little context as this item is included on a list of plant and equipment owned by a company that produces granules for the pharmaceutical, homeopathic and food supplements industry.
One imagines it should be "sachet" rather than "sache" ?

So, since it is part of the equipment in granular products manufacture, the forming device itself can be part of the pocket filling operation. So, if the forming operation is executed before filling, I would translate it as "hop-pocket forming device". But, if pocket forming and filling are at the same station, I would call it simply "hop-pocket filler".
