This is a Regulation relating to branches of credit institutions and financial service providers:
"Règlement no. 87-11 modifiant le modèle type d'offre préalable de location avec promesse de vente."
The BdF's literal translation is perfectly understandable, and if you're translating the Regulation itself, use plain language. If you want a cultural equivalent, the thing would probably be called a "model lease option contract" in the US.

I have found a translation on the Banque de France's website, as follows:
"amending the model offer prior to lease with promise of sale" but I am not sure that it is reliable.
Context - does this relate to loans secured to purchase, for example, cars? (I'm thinking along the lines of conditional sales agreements, where you first lease-hire the car, but when you make a final balloon payment, you purchase it)
