French term or phrase:Une circulaire
A "circulaire" in an internal letter sent to the members of an organisation, in this case a bank. It's not a "circular" as that is sent to customers. Would you call it a memo?
I might call it a memo if the term circulaire is being used to refer to the entire letter. But if it's part of the letter (you say "in an internal letter"), then I might call it an "insert," especially if it's on a separate page (like a liftout).
