I didn't think of any better explanation than "community of councils". Thank you for suggesting a more satisfactory expression.
As a Conseiller Municipal and delegate to the local Communauté de Communes and Pays, my vote - other than Presidential - goes to Community of Communes. The cognates have the advantage of being understandable to all. However, you mention "explanation" :
Explanation: My village is part of one and I would call it this as for many things the commune acts separately, coming together with other communes for various activities and services which benefit from a larger entity eg cost-savings or providing full-time employment for a council employee working for several communes
