This is what I think it is:

I think this sentence has to be read in context like this:

"Mais, outre qu'il paraît déjà sous-évalué - François Hollande, premier secrétaire du PS, le chiffre à 15 milliards d'euros - il n'est pas sûr que le regain de croissance suffise à le financer."

In other words (and I've seen the original article), the government puts the budget at 11 billion, which appears to be an underestimation (M. Hollande 'le chiffre' - figures/estimates/puts it - chiffrer being the verb here, not 'le chiffre' - a noun, at a much higher figure), and in any case it is by no means sure ('il n'est pas sûr' not referring to M. Hollande's opinion on the matter, but to an objective assessment of the situation) etc.
