French term or phrase: fonctions regaliennes
In relation to Chad's 2008 budget (influenced by the country's oil revenues):
Ce budget donne une place importante aux fonctions régaliennes par rapport aux fonctions de production et ressources humaines. Un déséquilibre qui ne paraît pas incompréhensible dans le contexte sécuritaire actuel, à condition qu’il ne soit pas accentué à l’exécution."

I had proposed "regulatory" since it refers to Ministries and "sovereign" didn't really seem to capture it and here's what the client had to say:
That's partly it -- a good part in fact. But its more than that: its functions associated with sovereignty --like security & defence --which are not regulatory.

Its what's to do with the realm.

Certainly in this case, where we are talking of the overall budget balance, "regulatory" is not adeqaute.

There may be an even more derogatory overtone here - something like "ceremonial functions" but I hesitate to use it as I don't know the overall tone of the piece.

agree  katsy: I wondered about this.. doesn't it have connotations of scandals? (NB this is a real question, not a veiled criticism! :-) / absolutely; I had taken the text at face value, but if written by a critical observer, that might explain the "régalien"

neutral  charivoss: Sorry, I couldn't give more context, but there's no connotation of scandal. Basically its just implying that Chad has to devote more of its resources to things like security (given the conflict) than to developing the production sectors and human resource
