French term or phrase: délibération de prescription
This is a thing about allowing local authorities to create their own rules about outdoor advertising: RLP = Règlement local de publicité.
"A noter que la délibération de prescription doit être précise, explicite et adaptée au contexte local à travers l'exposé des objectifs poursuivis par l'élaboration du RLP En effet, le contentieux du code de l'urbanisme a montré que les délibérations généralistes et pouvant s'appliquer à n'importe quel territoire étaient très souvent annulées.
A compter de la publication de cette délibération qui sera affichée en mairie, elle est notifiée aux acteurs déterminés à l'article L. 123-6 du code de l'urbanisme."

My first port of call was to check out the Legifrance English translations https://www.legifrance.gouv.fr/Traductions/en-English/Legifr... unfortunately these don't include the Code de l'Urbanisme.
My first stab is something like "deliberation determining/specifying/laying down the RLP"... Does anyone have a better idea?

Here is article 123-6 of the code, as mentioned in your text:

"La délibération qui prescrit l'élaboration du plan local d'urbanisme et précise les objectifs poursuivis ainsi que les modalités de concertation, conformément à l'article L. 300-2, est notifiée..."

So, depending on the context in each case, you could say either "decision requiring the creation of an RLP" (or however you've translated the acronym)", or simply "decision".

There's no need to look for an English translation - just looking at the French text can often answer your question.

disagree  Daryo: you are confusing the process and the end result. CL5+ about that ... // if you look at real life samples, you'll find proper "minutes of the meeting" (including when, where, who was there, who advocated what, etc), not just the decision taken.

copy of the local regulations

this would fit the context, it is not the formal title of the document (which is in French) but an informal rendering into plain English for ease of understanding of the English reader.

not sure about the best way to translate it, but:

"délibération" is the debate leading to a decision, here it's in fact a written record of it => the minutes of the meeting.

"prescription" here it's about urban planning, various conditions/restrictions/rules to be respected in urban planning (in this ST about advertising billboards)

Seems that in this case the "why and how the decision was reached" (la délibération) is as important as the decision itself.
