Presuming you are talking about this scheme in Morocco.

A noter que le budget alloué à ce projet est estimé à 2,5 millions de DH par bloc foncier (cadastre + foncier), soit au total 150 millions de DH pour les 60 blocs du pays.

Looks like the 'bloc foncier' is a collection of data combining the land survey and title deeds etc. As the country is divided into 60 'blocks' - division or maybe area or district.
What it presumably means it that the software will have to interface with the data bases for each of these 'blocs'.
Not very happy with the suggested translation, but I think this is what it means.
