Context: decription of a house.
Une maison d'habitation elevée d'un sous-sol semi enterré comportant deux pièces, etc, etc.
The document is a "Procuration" for the sale of the house. I'm afraid ther's no real context except that the house is also composed of a groundfloor. Sounds to me as though half the basement is visible from the outside but I find it a bit weird.
it does mean just that; the basement is not entirely underground; often the case on sloping sites, or with this typical type of French house that 'sits up' on its basement garage etc. May well be a row of high-level basement windows, etc...
