French term or phrase: tiers d'office
In the "Résiliation or réduction de commande" part of the Terms and Conditions of Purchase.

Sentence reads: Elle (la société) aura, à tout moment, la faculté de transférer sa commande à un tiers d'office sans préavis, aux frais, risques et périls du Fournisseur".

Not sure how to interpret this i.e. is it a set expression or does it mean "automatically transfer the order to a third party"?

There are three things here:
the transfer to a third party
the "d'office" = automatically, i.e. at will
and the sans préavis = without giving any advance notice
