French term or phrase: puisque de par la loi
A quote in a report about payments to an investment bank after a company files for bankruptcy:

Ce serait un non sens d'obtenir une rémunération pour une réduction de passif obtenue à la barre du tribunal, puisque de par la loi c'est l'effet même d'une déclaration de cessation des paiements. Est-ce que cette assiette à un sens dans un cadre de reprise après dépôt de bilan ? Ma réponse en tant qu'avocat est très claire. Cela n'a aucun sens.

It is the "de" that is throwing me (or maybe it has been a long day). If someone could help me understand this bit, I would be very grateful. Thank you!
