Law degree (or third year of the degree) Explanation: it's just a way of saying a 3-year degree ('licence') as opposed to the old system whereby you did a DEUG (the first two years) and then a 'Licence'. However it can also mean the person is in the third year of their degree. Given the context I would say this means they've successfully completed their degree. Somebody saying they were in 'Licence 2' for example would mean they were in the second year of their degree/'licence'.
