Explanation:
This is a power of attorney to sell, so the notary will be receiving some money on behalf of the seller, that he will then distribute.
This clause allows the notary to pay off any debts owed to creditors whose ranking may be lower than that of the seller - so the seller "consent l'antériorité" to the other creditors so that they can be paid before him.

The first part of the sentence is similar. Usually, the seller has a "privilège" (preferred right) to collect the proceeds of the sale. Here, he accepts any restrictions to that privilège, so that the money can be used to pay off other creditors.
