As Chakib says, we don't have enough context to be sure...
Generally, a distinction will be made between the Bidder, who will be the Supplier, of goods that MAY have been manufactured by a third party.
HOWEVER, sometimes the Bidder may be the manufacturer themselves; hence the Supplier / Manufacturer / Bidder may (or may not!) all be the same party!
I would definitely avoid using 'Supplier' for 'fabricant' is they are NOT also the Bidder — even if the Manufacturer is indeed supplying the goods to the Bidder, IMHO, this is a recipe for confusion, having 2 different Supplier parties in the same document!
Thank you for your patience. I know this may sound easy, but I have found some occurrences of Supplier on the web, and as this is my first full length Invitation to Tender text, and oil drilling is not my area of expertise, I just wanted to be sure.
