This is how I uinderstand what is going on : by way of indemnities which have been paid over to third parties to date, which have been assessed in the sum of 75,000 Euros, on a provisional basis and subject to being completed/completion.

- à titre provisoire = provisionally, on a provisional basis, as a provisional measure

- sauf à = with the provision that, subject to

- parfaire = further, complete
