This appears at the very beginning of a Haitian document where an adoption is granted. Is there a set phrase in English for *Par ces motifs*? *By these presents* doesn\'t look like it would work here, are this seems to be referring to decisions rendered further on:

I'm no expert in French, but this seems obvious, and is confirmed by Cassell and by Le Grand (e.g. mótifs de réclamations is grounds for protest, and "Dans la source citée, l'entrée se lit comme suit:)) reasons (for judgment, etc)- this was the entry for motifs)

Also it's really like the Spanish 'por estos motivos'

Your answer just gave me the nudge I needed to go look for French/English equivalents. Found the following document in English, with French equivalent, at:

As Parrot rightly guessed, it was the collocation that had me doubting that "for these reasons" could possibly be right!
