This would be the amount of money a company or individual would make before the taxes, duties, miscellaneous fees, etc. are taken into account and is used as the basis on which to charge those taxes, miscellaneous fees, etc.

"Hors taxes" is translated with "tax free" in a different context. It is used when something is sold to someone in another country and the sales tax in the country of origin is not charged.
