Explanation:
from the opposing party and in the designated amount, compensation for those expenses which the said attorney has incurred and for which sufficient funds have not been provided."

Alternative phrasing: "...entitled to recover, from the opposing party and in the designated amount, those expenses..."

I prefer the version that includes "compensation for," which is implied in the French and is how this standard clause is usually phrased in U.S. legal usage.
