Not a lot of context so my answer is too long and a bit general but I think I may be onto something…

Here’s what my FR/FR Dalloz dico gives :

SAISINE :
- DR. CIV. : prérogative reconnue à l’héritier de se mettre en possession des biens successoraux et d’exercer les droits du défunt, sans qu’il ait besoin de solliciter une autorisation préalable.
- PR. CIV. : formalité par laquelle un plaideur porte son différend devant une juridictionpour qu’elle examine la recevabilité et le caractère fondé de ses prétentions…
- DR. ADMIN. : la saisine du juge admin. Est réalisée par le dépôt au secrétariat-gredde de la requête introductive d’instance.

SAISINE DIRECTE :
PR.PEN. Modalité de saisine du trib. Correctionnel par le Procureur de la République … pour les affaires simples, pour un jugement rapide. (Remplacée par la comparution immédiate.)

So it looks as your case deals with a matter of fact (le fond), rather than the law (la forme). You can probably safely rule out anything to do with inheritance for your context.

An application of some sort has been made to a court to reconsider the facts of a particular case, most likely an application for appeal on a question of fact.

According to the same dico : « le fond concerne les éléments qui représentent le contenu, la matière et la substance du droit ou de la situation juridique envisagés. »

Fact is dsitinguished from law or (in the law of evidence) from opinion. The « facts in issue » (Oxford Dic of Law) are those which the party carrying the burden of proof is seeking to establish in order to prove his case.

Grounds of appeal. Can be either on fact or law, the latter being by far the most common. « Appellate courts are reluctant to overrule descisions of trial courts on questions of fact, even when they have the power to do so. » (Oxford Dic – again). Substantive requirements
5.4 In accordance with Rule 6(5), the application should contain not only the grounds relied on for the appeal, but a succinct presentation of each of the arguments supporting those grounds. It should not therefore resemble a ‘notice of appeal’ of the traditional kind, which by its nature is designed to be supplemented later in the proceedings by skeleton argument and oral debate. On the contrary, the application initiating the appeal to the tribunal should already contain a written development of each of the factual, legal or other grounds of appeal relied on, so that the tribunal is seized in writing, from the outset, with the substance of the case advanced on the appeal.
5.5 In this respect, the role of the application is essentially the same as the role of the application in appeals to the CFI from decisions of the European Commission under Articles 81 and 82 of the EC Treaty. The two-month period allowed for appealing to the tribunal is significantly more than the period allowed for appeals to some other appellate tribunals or to the Court of Appeal, precisely so as to give the applicant sufficient time to prepare a detailed written argument, and to assemble any evidence not already presented during the procedure before the Director.
