Denial of Civil and Political Rights

Explanation:
"Déchéances" plainly means removal.
When applied to an individual "Déchéances de droits...." would mean that his rights are being removed and he is being denied from the relative benefits of such rights.

loss of civil rights

Explanation:
Points to Daphne. (I'm no trying to repeat her answer for points!)

"déchéance" does mean decline, loss and so on, but when referring to rights in a legal sense, then "loss" is the correct turn of phrase in context if you wish to use a noun.

[Cf Robert & Collins, 2000
p.235 - noun - "déchéance : (Jur) déchéance de l'autorité parentale = loss of parental rights"
p. 236 - transitive verb - "déchoir : déchoir qn de sa nationalité = to strip or deprive someone of their nationality ; être déchu de ses droits = to be deprived of one's rights"]
