Explanation:
Might this not in actual fact be referring to the Deputy Registrar General? In the UK, birth mariages and deaths are recorded by the General Register OFfice.

"Par délégation" does of course mean "acting under the authority of" - power/authority has been delegated. If it is for a permanant delegation, i.e., the deputy to a particular post, then the Registrar General could be considered as having delegated authority to his deputy (-ies), Deputy Registrar General, Registrar, Deputy Registrar and so on...

The General Register Office for England and Wales (GRO) is responsible for ensuring the registration of all births, marriages and deaths that have occurred in England and Wales since 1837 and for maintaining a central archive. The GRO works in partnership with local authorities to provide a locally based service at register offices (known as the local registration service). The local registrars send birth, marriage and death register information to GRO to make up the National archive.
It is situated at Southport except for the London based Family Records Centre. The Southport office deals with postal and telephone requests for certificates and the registration of all adoptions made through a court in England and Wales. At the Family Records Centre (FRC) you can go there to search the indexes of births, marriages and deaths if you need a certificate to assist in tracing your family tree or for any administrative purpose.
